Umm, the debt going into the Reagan administration was at $800 billion compared to $3.6 trillion (I think) when he left office. The debt had gotten to some $6 trillion by the time Bush the First left. I don't think interest rates on the $800 billion was so high as to be a large component of the the deficit run up in those years. Could be wrong though.
