norton personal firewall problem fixed!

Have you run across the purpose of Symantec NetDetect?
It is part of the liveupdate feature in Norton and attempts to reach the internet. I currently have it blocked as I don't really need it to notify me when there is an update (which is what I am guessing it is for).
