He has guaranteed his Presidency will be a failure. The budget will not be balanced.

I doubt we will see a lot of deficits in the next four years, although we might not see the level of surpluses you were asking for earlier. BTW - Would you define any president who runs a budget deficit as a falure? It seems to me that even if this is a bad thing it is not so disasterous as to make a presidency a failure all by itself.
