Jim, Reagan would have been happy to cut spending. Trouble was that the Dems didn't want their pet programs cut so nothing got cut. What a hoot. Congress spent less than Reagan asked them to. Under Reagan math, you could pay for a $50 billion dollar increase in military spending by cutting a $15 million school lunch program. Scumbria
