you are on target. blood in the streets means people are really hurting, throwing in the towel. saying they are permanently out of stocks; forced out of stocks by margin calls, broke, bitter, looking for a scapegoat. the final blow will be when first Business Week and then James Grant of the The Interest Rate Observer announce that stocks are dead. THEN, you buy. Remember in 1982 when Business Week had a cover article: The Death of Equities? That's when this bull began to run.
