Oh sure. If nothing else there are a lot of bases, domestic and overseas, that exist more as a form of aid than as something really needed for military readiness. I would guess that the longer the military structure is in place, the less efficient the money is spent. Besides, our military will likely be more expensive per person than the old USSR or "modern" Chinese military because we will always rather use equipment rather than raw manpower. All the 25 million strong Chinese military means is that they would be difficult to invade, for them to try to take anything outside of their borders would be a logistical nightmare. Because the USSR had a similar strategy, we are probably well armed for dealing with a sea of men with rifles.
