<Locally, there are doubts about enough punters turning up to the 3G auction scheduled for March.>

'Punters' is silly business jargon used by non-serious business commentators. They sometimes say 'players', which means the same thing. They really mean participants, interested people, bidders.

The idea that business people are players or punters seems to miss what business is really all about and gives it a simplistic tone of greedy people who are playing a game. Certainly business can be fun and enjoyment and interest is a strong motive. But 'punters' and 'players' is a bit too superficial for my liking.
