Ron Brown I thought was killed in a plane crash early in the presidency and I don't know about the trade missions you talk about.

Ron Brown died on April 3, 1996. Before then he was involved in several scandals. One of them was the alleged selling of seats on trade missions with the funds going to the DNC and the Clinton Gore campaign.
At the time of his death Ron Brown was under subpoena to produce documents relating to the sale of seats on trade missions. Its possible he would have been indited if he didn't die.
