This is the only state that bungled deregulation so badly. I agree with your assessment of PG&E. However that is why real competition was needed. The tax payers will be forced to bail out the compounded mistakes of both the California politicians and the bloated PG&E company.
In the meantime I turn my heat off at night compost in my back yard and being a vegetarian save plenty of energy. It takes 2000 gallons of water to produce 1 pound of beef.
