I believe the entire pardons process should be re-examined...there is nothing Congress can do to reverse the pardon unless they change the Constitution...further, some 47 pardons never even got reviewed by the Justice Dept...while Clinton is not alone in handing out outrageous get out of jail free cards, I believe the Rich "deal" represents a landmark case that should be reviewed by the House Gvt Reform Comm and revisions to the Constitution made...I believe the Bush admin can file a civil suit, but less meaningful here.
