They did not vote for it for one simple reason. The spending cuts were all in the "out" years, spending actually went up in the beginning, and the taxes were immediate. They wanted real spending reductions first and then the taxes increases would not be necessary.

Strange thing that they did get to do it in 1995 that way. And you know what happened next. It worked far better than the Clinton Plan. It worked so well that a balanced budget was created more than 15 years before Clinton thought it could (2014). Spending cuts work, tax hikes didn't.
