While it is true a system can be configured to run on only Raman amplifiers, it would cost much more than one run with EDFAs (on a same-bandwidth basis)...so only in certain very limited circumstances, like coastal festooning...will it be the amplification scheme of choice. In most other cases, it will be used to broaden the optical bandwidth of the fiber...and will be used in tandem with EDFA, not in place of it... -Own
