1. Bush comes on television and talks about the energy problems. He says: "We are too dependent on foreign energy. It threatens out national security. Let us examine all of our options. Can we reduce traffic in our cities, and reduce oil consumption? Can we reduce our commute times and spend more time with our families? Yes we can. I am assembling a panel of experts to devise ways to save energy and improve the quality of life. They will also look at our options for new domestic energy sources."

We have synchronized traffic lights and one way streets here already. Why do you think it takes the Federal Government program to synchronize the lights?
