"can't detect what hasn't happened"

Detecting buying and selling in it's early stage is sufficient.

"stock makes a 'breakout' to a new high from congestion"

If it's near new high's I'm thinking an appropriate indicator would already be long but it could have reversed into the congestion if there was a dip to congestion. It should pickup either direction at the initial signs the congestion is breaking. Of course timeframe plays a role since chart patterns are filtered out in longer time frames. If the move occur in the timeframe the indicator's applied to then it should catch the move.

This is theoretical banter about a speed indicator. I'm not describing something I've coded.
