Of course, I doubt that this is what GWB is thinking.

Why should it be up to the POTUS to think about liquifying gases? What's stopping from this company bidding on the project, or actually, make their technology part of the government proposal, since the way you described it, it seems very environmentally friendly, and at the same time providing resource, and making money for the company.
