According to the CBO, the year that Clinton was elected the deficit was $290 billion. (You may note that is approximately $300 billion.) His last pre-Republican Congress budget was $164 billion.
But you took 4 years. The deficit went from 290, 255, 203 and 164. You are right, the last pre-Republican budget was 164, but there was only one prior to that for which the Democrat Congress and Clinton are responsible - the $203.
As I pointed out these numbers mask the deficit by including the surplus of Social Security. Without it, the numbers were $191, $170 for 2 years prior to Clinton budgets, 140, 138 in Clinton + Dem Congress, 93, 75, 35 and 2 for the next 6 years.
I have not seen a good summary of the 2000 final figures, and we are in the last year of Clinton + Rep. Congress. It will be some time before we see the results of GWB + Rep. Congress budget.
