Sen. Max Baucus of Montana, the top Democrat on the Senate Finance Committee, said he was worried Congress would get carried away with tax cuts even before Bush sent up a budget showing how they fit with other spending priorities.

``I think we should call a time out,'' Baucus told reporters. ''We are on the verge of a feeding frenzy.''


There is a Democratic proposal to tie the cuts directly to government spending reductions.
