I'm not sure that every act motivated by racial hatred amounts to terrorism against a whole group. Also most
victims are the same race as the criminal who attacked them, and whether or not the race is the same the crime
is more likely to be motivated by reasons other then racial hatred. Of course fear is not usually effected by
statistics. I think more people fear to fly on a 747 then to take a cross country car trip even if statistically the
airplane trip is safer.

If the attack is truly a terrorist type attack then it can be handled by laws against terrorism. If it is not perhaps
(I'll have to think about this) it could be a factor in sentencing (within the normal latitude of the judge), but I don't
think there should be separate laws for hate crimes.

I think it is a means to help our country live together as one better.

I'm not sure that hate crimes do this. They generate more controversy then feelings of togetherness.
