The Boskin Commission made recos to the Senate Finance Committee on CPI which held hearings and submitted a bill which Congress approved and the President signed. They let the hedonic genie out of the bottle so all could use his magic. Note the last paragraph of the executive summary:

We hasten to add that the indexed programs have many other features and raise many other issues beyond the narrow scope of a more accurate cost of living index. We also wish to express our view that these findings and their implications need to be fully digested and understood by the BLS, the Congress, the Executive Branch and the public.

The Senate Finance Committee didn't have to pass the Boskin CPI reco to the full Congress nor did the Executive Branch have to implement the expanded reco to "other issues."

Take it up with the Reps on the Senate Finance Committee who launched this debacle. They should be easy to find. Try Washington, DC.
