I am not sure if this is an endorsement of the government run welfare state. It may be, since before it's collapse, Rome was probably the closest to welfare state that humanity reached anytime before 20th century.

Actually it was another example of the separation of church and state. Jesus was saying render onto Ceasar what is Ceasar's, and render unto God what is his.

The secular affairs of state have nothing to do with the affairs of God.

BTW Jesus was a democrat.
