Do you feel that people should have children when they can't afford to feed them?
OTOH, you are too late with your suggestion. Girls of 12, or even younger, are sold into prostitution, or slave labor because of poverty and overpopulation. As more children are pooped out, because of lack of family planning, life is considered of less value.
So, you are going to have to come up with other ideas to deal with the flood of children in poor countries, a flood of babies that will be caused, in part, due to the U.S.'s narrow minded stand on family planning.
