NotePad.EXE ...
This file comes with Windows 98. It's compressed in a .CAB file. To get it from your CD, you must EXTRACT it.
The easy way...
On my Win98 CD, NotePad.EXE is found in G:\Win98\WIN98_42.CAB
My CD is G:, but yours may be different.
Click this WIN98_42.CAB file in Explorer and a window will open, with NotePad.EXE shown among many other files. Right-click NotePad.EXE and an Extract button will appear. Click Extract, and you'll be given a chance to pick a destination. Put it somewhere you can remember, but not in C:\WINDOWS\ folder.
Now that you have a fresh copy, try it out. If it works OK, copy it to C:\WINDOWS\NotePad.EXE overwriting your corrupt copy. If it doesn't work, you have other troubles.

P.S. If NotePad.EXE isn't in WIN98_42.CAB, use FIND to locate it. Put *.CAB in the files box, NOTEPAD.EXE in the Containing Text box, and your CD in the Look in box.
