Bush is an oil man. Bush takes large sums of money from the oil industry. Bush tries to open up the ANWR as his first act as President. Is this proof? No. Is it obvious? Of course.
Not obvious at all. Your yourself say Bush is an oil man. That means he is likely to see things the same way as the oil industry. You may argue that this is the wrong way to see things but it does suggest that your argument that it is obvious that the contribution effectively is a bribe is flimsy. If some environmental group gave money to Gore and if he won the election and then pushes new environmental regulation would that be a bribe? What about the Democratic party's oposition to tort reform when they receive a lot of money from trial lawyers?

I think its obvious that money has some effect on both parties but in most cases it is a stretch to call it a bribe, esp. when the issues supported are issues that the politicians or parties involved have pushed for a long time, or fit with their ideological beliefs and past life experience.
