The best mass transit systems use a hierarchical approach. Quick heavy rail or commuter rail routes consisting of a few widely spaced stations and large sources of traffic like airports, sporting stadiums, etc., plus a central hub interconnecting all lines. The widely spaced stations have bus routes feeding into them. The outlying stations have large parking lots to accommodate commuters and event attendees. At the outlying bus stations, small parking lots are available to further reduce traffic. At the outskirts of the metro area, a circular rail route connects the various hub connected rail routes.

Thus the buses travel at the local speed of 20 to 30 MPH, and the trains proceed at 40 to 60 MPH for local routes while expresses run 60 to 80 MPH from the hub to outer circle rail hubs.

Once this system is in place, it is remarkable how quickly the more preferable residences are near the local rail stations. Large industrial and office complexes are placed right next to different rail stations. When expansion comes, the developers prefer sites that they can extend an existing line to. Office complexes and retail centers right next to the station integrated with sufficient parking structures. A little further out the high rise high cost residences with the lower valued residences further out. At the outskirts of the station cluster are things like parks, sewage treatment centers, landfills, farms, etc.
