Yes they do. The grand jury, while not the final determiner of guilt, does have a verdict. That verdict is whether there is reasonable cause to have a trial. For the impeachment, Bill did have a congressional trial, he was found guilty and impeached. The senate had to determine whether Bill should be thrown out of office. Nonetheless, Bill was impeached.

I did forget to mention that Bill did make a deal with the special prosecutor, in that in exchange for his admission of lying in court,plus Bill paying fees and his own legal bills, the special prosecutor wouldn't go to court and the state of Arkansas wouldn't strip him of his law license. So that case is now closed. Of course Bill couldn't stand being out of court, so he gave Rich a pardon, and here we go again.
