A president cannot simply ignore a law because he believes that the Congress acted unwisely in enacting it. Under our system, Congress is responsible for setting policy and, in particular, determining for what purposes funds will, and will not, be spent. While it is true that the President has more discretion in the area of foreign affairs, the Supreme Court (in the steelworkers case) has held that even in this area the President cannot thwart the will of Congress.

Whatever happened to this thread's concern with the rule of law, espoused so frequently during the recount mess?
