It occurs to me that Clinton pointed the way for the resolution of the California electricity crisis. Bush should just add all of California to the list of Federal Monuments by executive order and declare it electricity-free. Of course, golf will have to be banned as well, to prevent the golfers from channeling electricity down from the clouds. -g-
