Close but no cigar. Water can be used, but since its phase change is often at the wrong temperature for many applications under consideration other Rankin fluids often are employed. It (water) does, however, have a relatively very high heat of vaporization and is very stable (handled properly) so it is the fluid of preference when the application falls into the correct temperature range.

There is also a wick in there someplace.
