I think Cobalt is technically correct. For example, I might testify that I saw Bill Smith do something. I may actually believe that that was true. If I am mistaken about his identity and testify that he did the deed, I haven't committed perjury, even though the statement is in fact false. This is in fact a germaine issue in a perjury trial.

Of course anyone who believes that Clinton did not know he was lying at the time the testimony was given, probably believes the check is in the mail.
