1982 - 1989 budget outlays totaled $7554.9 billion as shown in the table. But tax collections in those years was only $6142 billion. Thus the deficit of the 1980's.

Even if actual outlays had equaled the "rosy scenario" proposed outlays, the budget would have been way out of balance throughout the period.
