Correct me if I'm wrong, but I believe SNDK earnings include some unusual, or one time, items, which contribute to the PE being this low. Value Line has SNDK earnings as $1.31 in '00, recently reduced estimates for '01 to $1.25. For both years, this yields a PE of about 20.
