cj, my recollection of the DEC-Intel settlement that gave Intel the Hudson Fab, StrongArm, and a patent settlement in return for cash was that Intel was obligated to fab Alphas on their current state-of-the-art process for some time to come. I don't think that did Compaq or the Alpha any good, though. I don't know how much things end up getting designed around specific processes, but I imagine it would be hard to tune for Intel's processes from the outside looking in.

As far as the general idea of AMD making alliances on the SPARC and Alpha front, I don't know if either of those have enough volume to be worth the trouble. AMD has finite resources, and it's not clear what it would gain there. When demand is slack, it's always nice to have extra things to fab, but when the slack disappears, tough choices have to be made, and somebody's going to come up short.
