Verizon Names Lucent Technologies Supplier of
Systems, Software And Services for Global Optical-Data Network

Includes Optical Systems, Data Products, Software and Services

MURRAY HILL, N.J., Feb. 12 /PRNewswire/ -- Lucent Technologies (NYSE: LU - news) today announced a letter of intent
with Verizon Communications (NYSE: VZ - news) naming Lucent the supplier of optical systems, data products, software and
services for a global telecommunications network linking the United States with major cities in Europe, Asia and Latin America.

The first phase of this high-speed, broadband network -- which will link New York to London, Paris, Amsterdam, Brussels,
Frankfurt and Milan -- is scheduled to begin operating by the second quarter of this year. Links between New York and Toronto
and between Hawaii, Hong Kong, Tokyo and Sydney are already operating and will be part of the new network.

Lucent's comprehensive solution of systems, software and services will help launch Verizon as a major global player by allowing a
wide range of voice services, as well as the latest broadband packet services, via a network that incorporates advanced data
networking and high-speed optical technology.

Initially, the per-fiber capacity of the network will be 400 gigabits (400 billion bits) per second. By the end of the year, portions of
the network will be upgradeable to 1.6 terabits (1.6 trillion bits) per second on individual fibers. That is enough bandwidth to
transmit up to 80 million one-page emails across a single fiber each second.

``This significant international buildout signals the emergence of Verizon as a leading presence in the global arena,'' said Thomas
A. Bartlett, president of Verizon's Global Solutions Inc. ``Our new network will be a flexible solution of systems, software and
services that will enable us to quickly establish a global footprint with the quality, reliability and capacity to meet the demands of
our customers around the world.''

Lucent will provide optical networking systems, as well as ATM-based wide area networking and access concentrators. In
addition, Lucent will provide operations support systems, including provisioning and capacity management.

``Today's announcement reinforces our worldwide service capability,'' said Doris Jean Head, vice president for Lucent
Technologies. ``The fact that Verizon has named Lucent the supplier for these critical network products and services underscores
our ability to bring to the market a full global network solution.''

Lucent will provide its high-speed optical transmission systems -- including the WaveStar(TM) TDM 10G (OC-192/STM-64) and
the WaveStar OLS 400G -- as well as WaveStar BandWidth Manager and next-generation bandwidth management systems. The
market-leading GX 550(TM) Multiservice WAN switch and PacketStar(TM) PSAX Multiservice media gateways will provide
Verizon with a packet platform capable of supporting the convergence of voice, video and data traffic over a multiservice network
that includes ATM, frame relay and IP.

Driving these systems will be Lucent's most advanced services and network management software, including OneVision®,
Netminder, ACTIVIEW® and CONNECTVU(TM) systems.

``Lucent's software is a critical component of this powerful global network,'' Head added. ``It is a key differentiator that can allow
Verizon to set new standards in the areas of pricing and customer service. Our optical and data products, coupled with the service
management software and Verizon's own capabilities, will allow Verizon to manage the network more efficiently and respond to
customers' needs quickly and effectively.''

Over the next two years, the network will be expanded and will provide direct links to other leading commercial and financial
centers including Geneva, Zurich, Madrid, Singapore, Buenos Aires, Caracas and Mexico City.

Verizon and Lucent currently are negotiating the final terms of the agreement.
