Why not ask what the sub was doing?

It was supposed to be doing practice maneuvers, and specifically 'fast rises' to the surface.

What the Navy requires when practicing this maneuver, especially when close to a population center, is to rise to 60 ft, check and see if there are any obstacles/boats on the surface and then if the surface is clear, resubmerge to 200 ft[?], and then rise rapidly to the surface.

Sadly, its appears the intermediary step was skipped, the sub rammed the fishing vessel, and people were killed.

But I forgot, the Japanese may have violated international law. If that's true and the reports that they were moving to dock in Honolulu are incorrect, then screw them...they got what they deserve...especially those four teenagers...probably were doing drugs.
