My take on civilians at the controls.

1. It's been going on for years, went on when I was in (late 70's early 80's) and had gone on for years before that.

2. You are a tax payer and thus you own these ships and hardware. Is it unreasonable for people to ride every now and then? I don't know the answer to that but I do know you are the owner. Stop at a Navy base and say, "I would like a tour of one of my submarines." I bet someone will make it happen.

3. Big key here is did it make any difference. NO it did not. The Officer of the deck is in charge of insuring that the sub does not run into things. He failed. The people at the helm can see nothing but gauges. They are responsible for depth control based on the input they get from the diving officer who gets his input from the OOD. It's not like they had windows to look out of.

4. Once the chief of the watch throws the chicken switch's initiating an emergency blow not even the gods of the ocean would have prevented the sub from blasting to the surface. It's a border line out of control situation with the stern and bow planes almost locked in the down position to keep the boat from taking to much of an up angle.

5. The mistake lies soley on the OOD who did not insure that the area was clear before doing the blow. The captain will also be blamed if for no other reason then not training his officers well enough. This is totally out of the hands of the planesmen though.
