You know what? A tour is one thing. If I walk up to a nuclear submarine captain and say "I'm a tax payer and part owner of this ship, and I'd like to go for a spin." Would I get on board? Obviously not. If the civilians were there for some type of assessment (maybe as defense contractors) that's one thing. But I'd certainly like to know who they were and what was their business.

I'm glad to hear that it wouldn't have had any part of the chain of events that led to the accident. The whole thing needs a thorough investigation WRT adherence to or changes made in the operating procedures.
