It seems generally it was defense contractors or celeb's. I can assure you that the rank and file found it quite distasteful. Since your not in an operating mode they would much rather be at home with their families then out poking holes in the ocean entertaining people.

There is the other problem of what happens if war breaks out while you are at sea on a joy ride? Submarines always stand the chance of sinking. What happens if one does while full of civilians?

I never thought it was very good policy personally.
