There is a Dem proposal to tie the tax cuts to actual reductions in spending.

I've heard numerous Dems note that the tax revenues of the past might not be there in the future.

What role revenue projections play in the Dem proposal is a mystery since I can't find the details.

If I find anything I'll post.
