Actually some societies only acknowledge the humanness of children at 1 year. I would suspect that culturally that has something to do with infant mortality. A friend of mine called really young kids "bio-blobs" (he had kids). They are pretty much just eating and pooping machines for the first few months. You start to see some humanity after a while, but you have to look pretty close with the young ones. I've got an 11 year-old and even she's not very human sometimes. I think this "potential" development is a process. That brain of the baby isn't even fully cooked when it comes out of the oven. It's as big as evolution would allow and still provide any mobility in human women. As a practical matter, I don't think I'd want to pass anything the size of a medium melon through ANY orifice I have.
