If Bush was questioned under oath about the details of his drug usage, he would have to either lie or give up the Presidency. A good prosecutor would frame the questions to make him look totally unfit for the Presidency, if he answered them honestly.

Clinton was put in the same position. I'm quite certain that Bush would make the same decision.
