Well, they've publicly announced that the P4 architecture is "infinitely scalable" so it couldn't be that they need to do this to run at higher frequencies, they must just like the number 1.75 more than 1.7.

According to Bunny's list of overclocks, if you take the voltage up to 2.05 and submerge it in liquid nitrogen, P4 will run a little over 2GHZ.

What could be more infinitely scalable than that?
