James,

Nortel may well have been invited to bid on the Level 3 switchgear contract more or less as a courtesy as they already had their foot in the door. However, Nortel does not have a commercial optical networking switch as yet. The HDX is the renamed XROS which has yet to make it out of the lab. So far it is just another piece of vaporware.

The XROS or HDX is a MEMS switch and is totally incapable of providing the ADM capabilities of the CoreDirector. Same for the the Tellium OEO switch, and to a limited extent the Sycamore SN 16000. These latter products are best suited for the limited role of optical cross connect applications. The CoreDirector is unique in the respect that it not only fills the optical cross connect role nicely, but it also totally eliminates costly Sonet ADM equipment. No wonder the competition is running scared.
