Semiconductors show a relationship between frequency and temperature, where the higher the temperature the lower the speed.

At 95C, parts are typically 20-30% slower than they are at 72C. This would indicate that the real speed of P4 is probably closer to 1.2GHz.

Kryotech uses this principle to make very fast Athlon systems, but AMD doesn't go around claiming that they are shipping 1.5GHz parts.
