To implement this approach it would, over time, become necessary for everyone to carry a concealed weapon to defend themselves and others. No it would not. Crime can be deterred merely by the possibility that you (or a bystander) might have a gun. In places with gun control criminals can still get guns but they can reasonably figure that the potential victim is unlikely to similarly armed. Tim
