SECOND REPUBLICAN DISSENTS ON TAX PLAN

Rhode Island Republican
Senator Lincoln Chafee split with his party today, opposing
President Bush's proposed $1.6 trillion tax cut. He is the
second Republican to do so this week.

Chafee said he would opposed the plan if the vote were
held today, arguing that the cut is "too big, too early."

Earlier this week, Republican Senator James Jeffords of
Vermont announced he also opposed the size of the Bush
tax cut and its lack of support for low and
moderate-income people.

However, Georgia Democrat Zell Miller says he will
support the president's tax cut.

Meanwhile Democrats today unveiled their own alternative
tax cut plan. The plan would divide the available budget
surplus, not including Social Security and Medicare, into
thirds. It proposes $900 billion for tax cuts, $900 billion to
pay down the debt, and another $900 billion for priorities
such as prescription drugs and education.

Senate Minority Leader Tom Daschle says the Democratic
plan is more fair than the president's proposal, which uses
96 percent of the surplus strictly for tax cuts.
