In most cases carriers will pay over time( 1-15 years) for licenses.
Only in few cases down payment of 10-20% was made.So if they will not use spectrum, no payment will be made.
I think that they, and the governments that filled their coffers at spectrum auctions, have made a crippling mistake:
they have depleted, or will deplete capital markets. They still need more money to build.

I think the only solution for that problem is for governments to slashed prices of previous auctions, and return big portion of the money to telcos. This way carrfiers will have immediate access to $.
For example in France auction price was 1/4 of that in UK or Germany!!!
Half of auction cost would be sufficient to build all wireless networks in Europe.
