That'd be some trick considering the experimental dwdm transmission records set last year are less than 100x from the theoretical bandwidth of fiber. Besides, there's no source that comes remotely close to being able to supply even the current dwdm capacity records as a single channel. And besides that, the numbers you are talking would be more than a GHz for every man, woman, and child at every remote reach of the planet. The total market size for such a transport system would be one unit. No one will build it for that reason alone, even if they could.
