It addresses the issue often brought up by the anti-choice crowd that "there's always adoption"

Okay. I see the beginning of an idea or two in there. The objective is to find an alternative to making abortion illegal yet have each born child be wanted and cared for. The alternative may not be more onerous than outlawing abortion.

Option 1. Right now we have a tax deduction for each child. We could do away with that and use the extra tax revenues to care for all the children who are not wanted by their birth parents. If the revenues from eliminating the deduction are not enough, then there would be an additional tax placed on children born to parents who want to keep them. Those parents could avoid the additional tax by adopting one of the unwanted children for the first, third, fifth, etc. child they bear. Those who voluntarily adopt children would get a tax credit and/or medical care for the adopted children.

If we change the criteria a bit to eliminating unwanted children and reducing abortion, still without being more onerous than making abortion illegal, we could try this:

Option 2. For each birth of a wanted child, the birth parents could either adopt an unwanted child or pay for the abortion of an unwanted child. Their choice.

Just trying to think outside of the box here.
