I like the idea of making sterilization-- specifically vasectomy since it's not very invasive and can be reversed -- much more acceptable, even encouraged.

Back to your question about paying people to take care of the unwanted, I agree with X here. Raising children is the hardest thing I've ever done. Even in the suburbs, it's often a lonely, exhausting and tiresome (my biased opinion here) way to spend ten or twenty years of your life.

I also have a gender-based objection: I can't see many men volunteering to do this, so it would likely be a female task. The way that teachers and daycare providers are paid and generally looked upon today by American society is a shame and I would worry about creating yet another underappreciated and underpaid workforce of women doing an almost impossible task.

Another thing that comes to mind is the "trash" factor, ie. creating a class of human life which is born to be ditched like refuse. The right complains loud and long about using federal funds to support the education, medical care and nutrition of an underclass already. I cannot see why they would all of a sudden throw their arms open to hundreds of thousands of babies' welfare until they reach adulthood.
