Somaliland stand-off, Somaliland has yet to sign up for the revival of the country's oil and gas search, this time in the waters off the northern Horn of Africa. Minerals and Water Minister Mahamoud Abdi has fiercely defended his country's independent stance and territorial integrity. Hargeysa has never accepted the aspirations of the new Mogadishu-based government to extend sovereign control over the whole of the former Somalia, which disintegrated in the 1990s under pressure of civil conflict. Several suitors sought seismic rights in both territories but TotalFinaElf got to the finishing post first with a deal approved by the interim government. Somalia Minister for Minerals and Water Resources Hasan Abshir inked the deal last week. "Offshore oil drilling will commence off the coast between August and October this year," he said.
